Google’s John Mueller said in a Google+ hangout recently, thanks to SEO Roundtable for the article, that after you “recover” from a penalty, “it’s almost never going to be that we will just restore the previous state” of your rankings you had prior to the penalty. The reason behind this is because the web evolves and because of that things won’t be the same. Obviously, we all know that removing a penalty does not mean that your rankings will return to the same place before the penalty.
